E-Invoicing in Ukraine

In Ukraine, since 2015, it has been mandatory to submit invoice data regarding sales and services to the tax authority’s “Unified Register of Tax Invoices” (URTI) if the taxpayer issuing the invoice has an annual turnover exceeding 1 million UAH. In the event of non-compliance, the tax authority may impose fines and revoke the right to deduct VAT on incorrectly reported invoices.


In addition, mandatory SAF-T reporting was introduced for small and medium-sized enterprises on January 1, 2023, while the reporting requirement for large enterprises has been in effect since January 1, 2022.


Since August 27, 2021, large taxpayers have been required to submit SAF-T UA files within two business days when requested to do so during audits. Submission will become mandatory for all large taxpayers as of January 1, 2025, and by January 1, 2027, at the latest, all VAT-registered businesses will also be required to comply.

To facilitate these changes, the State Tax Service of Ukraine (STS) is working to upgrade its electronic systems and advises large taxpayers to ensure they are prepared to respond quickly to audits. As outlined in Resolution No. 561, SAF-T UA submissions must contain detailed data, including accounting data, tax data, and supporting source documents.


To address technical challenges, a consultation meeting was held with representatives from the State Tax Service, the Ministry of Finance, the National Bank, banking associations, and IT companies. This discussion focused on converting bank data into the SAF-T UA format. Experts from the tax authority provided guidance and emphasized the importance of ongoing collaboration, particularly through test runs for the integration of SAF-T UA in the banking sector.


Taxpayers must now ensure that their software systems are equipped to meet the SAF-T UA requirements, maintain accurate records, and comply with the strict filing deadlines. Proper preparation is crucial to ensuring compliance and avoiding penalties as the implementation deadlines approach.
